    Bill Description — Changes the date on which Energy Outreach CO disburses to the dept. of human services a portion of the energy assistance system benefit charges collected by investor-owned electric and gas utilities. It also requires the PUC to adopt rules prohibiting electric and gas utilities from disconnecting a customer's service on certain days/times/federal holidays. Establishes 3 income standards for determining a household's eligibility for utility assistance.

XCEL ENERGY | ccHP Study New BIG Bonus Rebates

Dear EEBC Heat Pump Working Group, 

We greatly appreciate your help with getting more heat pumps into the Xcel Energy cold climate heat pump (ccHP) Study so we can collect data for this heating season – so much so that we’re offering a limited-time big rebate bonus for customers, and a BIG trade incentive bonus for participating trade partners. How big? $3600 - $4000 total to the customer and up to $2,000 to the contractor! 

If you know of qualifying cold climate heat pump systems that are either preparing to be installed or that have been installed in the past year, please have the contractor contact Paige Markegard at Michaels Energy, project manager for the Study: 608-461-5970 plmarkegard@michaelsenergy.com

Here's what the process looks like:

  • Paige/Michaels Energy reviews the system qualifications and customer eligibility (CO residential gas and electric use customer, etc). If it’s a centrally ducted ccHP, the load calc will be reviewed too.
  • The customer signs the agreement, which basically says they’ll keep the monitor in place until April 2024 and let Xcel Energy ask them a few survey questions every quarter or so.
  • The trade partner/installing contractor signs an agreement to participate (78 have already done this; their names are on Heating and Cooling/cold climate heat pump study list.
  • The installation of the system and the monitor are scheduled/coordinated.
  • NOTE: Part of the trade incentive and the bonus is tied to the contractor scheduling an electrician to attend the monitory installation (Michaels Energy will pay the electrician separately), and part is tied to the contractor having a technician attend as well.
  • Then the rebates are paid to the customer and the trade incentives are paid to the trade partner.

HP CONTRACTORS SALES TOOL DOWNLOAD THE DOCUMENT

RESULTS | Xcel Energy implemented new Heat Pump EER and HSFP requirement level changes from the Heat Pump [May 12th] 60-Day Notice on May 13, 2022. These are now live in the marketplace. 

Congratulations to the EEBC HVAC/Heat Pump Action Group and EEBC members who responded with a joint EEBC member comments summary letter to the Heat Pump 60-day Notice. 

Xcel Energy's Response Letter addresses the comments. These changes will be posted on the Xcel Energy/PUC website this week and filed with the Public Utilities Commission with the rest of the 60-Day Notices materials with the Q2 2022 DSM RoundTable filing.

  • AC Rewards Evaluation: The Company is responding to and implementing recommendations from the 2021 product evaluation.
  • Compressed Air Efficiency Evaluation: The Company is responding to and implementing recommendations from the 2021 product evaluation.
  • Energy Star New Homes Evaluation: The Company is responding to and implementing recommendations from the 2021 product evaluation in addition to implementing modeling updates and publishing a new rebate table for homes built based on IECC 2021 code.
  • Heat Pumps: The Company is updating minimum efficiency requirements for heat pumps, adding a new heat pump water heater measure, and modifying contractor participation requirements. This Notice impacts multiple products including Residential Heating & Cooling, Whole Home Efficiency, IQ Single-family Weatherization, and the Geo-targeting Pilot.

SWEEP recently released an updated study of the benefits of heat pumps and heat pump water heaters [HPWHs] for Colorado homes - 85% of homes currently use gas for heating. Gas prices have increased significantly in the last six months, resulting in heat pumps and HPWHs have become more cost-effective.
